On June 10, 2013, U.S. Ambassador Robert P. Jackson recognized Commissaire Principal Abdoulaye Oumar for his outstanding performance during a Law Enforcement Leadership Development course at the International Law Enforcement Academy (ILEA) in Gaborone, Botswana.

Mr. Oumar was honored for achieving the highest cumulative average test scores among forty-two students over the course of the six-week program. Mr. Oumar was one of eight Cameroonian officers sponsored by the U.S. Embassy to take part in the course, held April 8 - May 17, 2013.

In a letter to the Director General for National Security Mbarga Nguele, the ILEA program director stated, "Mr. Oumar far exceeded the average scores for the entire class and should be recognized and congratulated for his hard work and dedication.

He consistently provided comments during class activities and was an example of what I would like from all of our participants. I can imagine that he is a tremendous asset to the Cameroon Police Service and should be in the years to come... ."

The world-class ILEA facility began accepting students from Cameroon in 2006, and the U.S. Embassy has sent officers from the police and gendarmerie to training seminars every year since.

To date, ninety-one Cameroonian police and gendarmes have participated in ILEA training thanks to U.S. Embassy sponsorship.

Cameroon's ILEA graduates use the skills they acquired from course offerings to combat wildlife poaching, prevent drug and human trafficking, and to fight cyber criminality and fraud. Special emphasis is placed on law enforcement executive leadership and advanced criminal investigative techniques.
