Anti-corruption drive targets over-billing in land transactions

The Minister of State Property, Surveys and Land Tenure, Jacqueline Koung à Bessiké has launched the Rapid Results Initiative aimed at stemming over-billing and other corrupt practices in land transactions as well as unnecessary delays.

The Initiative implemented in collaboration with the National Anti-Corruption Commission (CONAC), was launched in Yaoundé on Wednesday September 23, 2015 with members given 100 days to produce results in the field.

Speaking during the launching ceremony, the Minister of State Property, Surveys and Land Tenure said over-billing and other abuses perpetrated in the field are generally due to the non-mastery of texts by users.

On this score, Jacqueline Koung à Bessiké announced that seminars to popularise the Operators Guide and Procedure Manuals shall be organised in all regional headquarters for different stakeholders in the sector.

“Within the framework of the 100 days allocated for this operation, teams created by a ministerial decision will be deployed in all ten regions and 58 divisions with the support of CONAC experts. A report of malpractices and follow-up mechanism will be streamlined and measures put in place in pilot sites based on indicators in view of attaining results,” she stated.

According to her, the Certificate of Land Ownership is a document which permits one to have information on the parcel of land and it is in the process of establishing this document that is shrouded with extra illegal charges which are unacceptable.

The first experience of the initiative yielded encouraging results in the pilot divisions of Mfoundi and Wouri with the average number of certificates produced by the competent services ranging from 1,000 to 2,000.

She recalled that, during the first initiative launched in 2012, in Mfoundi, Wouri, Mifi, Fako and Benoue pilot divisions, the time frame for the establishment of land certificate was reduced to two days at the cost of FCFA 3,000 for physical persons and FCFA 5,000 for moral persons.
