According to a triennial assessment report presented Thursday in Yaounde, the advances in the construction of infrastructure contrast with the conduct of reforms.
The report of three-year evaluation of the implementation of the strategy for growth and employment (OCSG), was presented Thursday in the services of the Prime Minister at the centre of the work of the 33rd session of the Interdepartmental Committee on follow-up and implementation of the OCSG.
Chaired by Louis Paul Motaze, Secretary general of the services of the Prime Minister, the meeting was held for about three hours in the presence of several members of the Government.
The long presentation of the conclusions of the triennial assessment report (2010-2012) by the independent auditor, Roger Mbassa Ndine, emerged that advances were recorded during the period under review, to the plan including the construction of infrastructure, despite some delays.
They unfortunately faced numerous delays in the conduct of institutional and structural reforms. Recommendations were thus proposed to accelerate the economic machine. The consultant suggests in this regard that large projects be launched in the sector of infrastructure, energy, transport, information and communication, drinking water technologies. We need to launch also, he added, a second shipyard in what concerns the competitiveness of production companies and a third site for urban modernization.
After the submission of this report, the Government members present took the floor to congratulate the consultant for the work done. Some noted few errors on the facts and figures as well as gaps in collecting statistics, before requesting corrections. Then, many were outraged by the fact that most of the problems posed had already been raised during the diagnosis that led to the development of the OCSG. The Minister of labour and social security, Grégoire Owona, even suggested that Ministers should gather in seminar to prepare a schedule for implementation of the adopted solutions.
Following these exchanges, Louis Paul Motaze asked each Minister to submit in writing comments made to the content of the report in its sector of activity. At the opening of the session, he said that the adoption of the OCSG in 2010 was the willingness of the Government to hand the policy of Cameroon's development, through the identification of priority areas, carriers of growth in which it had agreed to invest massively in the year 2020.
"That being so, it was good that we assess the progress made Which necessitated the use of a high independent expertise to develop a cold diagnosis and propose to the Government the appropriate corrective measures", concluded the SG of PM services.
