Two extraordinary meetings also approved the carry forward of FCFA 241.2 million to the 2014 budget.

Pierre Essomba, the Permanent Secretary in the Ministry of Territorial Administration and Decentralisation (MINATD) chaired the board sessions of the Local Government Training Centre, (CEFAM) in Buea recently. A statement at the end of the meetings said members concentrated on the adoption of Administrative and Management Accounts for 2012 and 2013 as well as a supplementary budget for 2014 following the Financial Commissions’ report.

These accounts were examined due to the incoherence in the administrative and management accounts and the conspicuous absence of the ex-accountant during last July’s sitting, necessitating the extraordinary Board of Directors’ sessions.

This time and in the presence of the ex-accountant (‘agent comptable’), it was agreed that revenue stood at FCFA 1.031 billion in 2012. Expenditure remained at FCFA 891.5 million, leaving an excess of FCFA 139.7 million. Meanwhile in 2013, revenue stood at FCFA 1.002 billion and expenditure totaled FCFA 760.9 million; leaving a reserve of FCFA 241.1 million.

To crown the work, the board adopted a supplementary budget or “carried forward” amount of FCFA 241.2 million to add to the 2014 budget. It came out from the 75th and 76th Extraordinary Board of Directors’ meetings that staff directly recruited by the school will have their basic salaries increased by five per cent to align with the recent Presidential decree for raising salaries.

Present at the board meetings were representatives from MINATD, various Government Delegates, MINFOPRA, MINEDUB, FEICOM and the Prime Minister’s office. The Director of CEFAM, Mathieu Hagbe, and his deputy, actively presented the required documents for deliberation.
