In his opening speech of the work, the RT. Hon. Cavaye Yeguie Djibril focused on one aspect of the implementation of the budget of the State, the under-consumption of the public investment budget.

Directly questioning the Prime Minister, Cavaye Yeguie Djibril noted: "it is certainly time for the Government to open a reflection to identify the root causes of evil which undermines the implementation of the budget of the State."
To his fellow MPs, he recommended "insight and objectivity" during debates on the budget. This is because in his opinion, there will be the need for some resources to deal with the insecurity at the borders of Cameroon, and particularly the struggle that is being conducted against the Boko Haram Islamic sect.
Cavaye Yeguie Djibril was nevertheless held on behalf of all the members, to pay tribute to "the bravery of our defence and security forces whose heroic deeds cannot be ignored", praising the professionalism and determination they show to deal with the current situation. One could understand the minute of silence observed by the Chamber, in memory of the soldiers who lost their lives for the defence of the integrity of the territory of Cameroon.
A Chamber where all major bodies of the State, like the president of the Senate, Marcel Niat Njifenji, were represented by the Government led by Prime Minister Philemon Yang, the supreme court with its first president, Alexis Dipanda Mouelle, members of the diplomatic corps and close aides of the head of State as the Minister Secretary-General of the Presidency of the Republic Ferdinand Ngoh Ngoh, Minister, Director of the civil Cabinet, Martin Belinga Eboutou.
