Statistics from Cameroon's elections and referenda institution, Elections Cameroon, ELECAM show that by the end of the biometric recompilation of the electoral register on March 29, 2013, over 5,454,459 voters had registered throughout the national territory. The raw figures were forwarded by the Regional Delegations of ELECAM.
All the registration data is centralised at the National Biometric Centre in Yaounde where the lists are cross checked and cases of double registration deleted with the view of making the electoral register credible and accepted by political actors, information from the Communication and Public Relations Division of ELECAM stated. The cleaning of the lists using sophisticated adapted equipment at the centre, will pave the way for the drawing up of the final electoral registers, production of voters cards and subsequent distribution.
With regards to voters cards, the Electoral Code of April 19, 2012 states in Section 53 (1) that, "In every Council area, there shall be one or several commissions charged with supervising the issuance and distribution of voter cards."
Concerning the electoral registers, Section 70 (1) of the Electoral Code states that, "Electoral registers shall be drawn up and kept in every Council. An electoral register shall also be drawn up for each polling station. (2) The electoral registers shall be drawn up in alphabetical order. (3) Every newly registered elector shall be issued a receipt bearing the date, place and registration number. (4) The receipt referred to in subsection (3) above shall be used only for lodging complaints relating to voter registration operations and may not, for any reason whatsoever, be used in place of the voter card." The receipts issued during the just ended biometric recompilation of the electoral registers will be used in withdrawing the voters' card.
