According to a communique which sanctioned the Council of cabinet of the Government of Cameroon, held October 30, 2014, in Yaoundé, the capital of the country, "thanks to the implementation of major projects of infrastructure and the launch of the third mobile phone licence, the labour market has seen an influx of foreign workers, often engaged in violation of the laws and regulations".
Allusion is thus clearly made at the massive importation of labour by Chinese companies who are now the majority of the major infrastructure projects in Cameroon, as well as Viettel Cameroon, which operates the 3rd licence for mobile since September 2014.
This Vietnamese mobile operator, that operates under the brand Nexttel is always accused by the Cameroonian leaders, of importing labor from Vietnam, despite promises made to the Government to create 6,300 local jobs.
Faced with this situation, announced the Minister of employment, Zacharie Pérevet, during his presentation on the regulation of the foreign workforce in enterprises operating in Cameroon, "the Government has undertaken to sensitize employers on this state of fact which is detrimental to the promotion of national labor". An approach supplemented by "systematic control measures," he added.
