Investigation: Who is Vanta Eto Annie, what happened?

This is a case that resembles the scandal of IRIC where names had been removed and others added. Over there again, it was from the Presidency of the Republic that the controversy list came from.

At the heart of shenanigans, a name was frequently mentioned: Ferdinand Ngo Ngo, Secretary General of the Presidency of the Republic. Did history happen again? Who protected Vanta Eto Annie? CASH INVESTIGATION offers the first elements of the investigation.

Born on August 21,1987, Vanta Annie Eto Lucrette entered the Medical Faculty of the Université des Montagnes in 2007. Her comrades that we could contact described her as “a student like all others who did not have brilliant academic results. ”

After leaving school, she decided to apply to the direct competitive exam for the recruitment of 150 personnel in the bodies of public health officials held on 27 and 28 December 2014. On 3 November 2015, in a signed decision of the Minister of public Health, Andre Mama Fouda, she was admitted and assigned to the university hospital of Yaounde (CHU). Soon, she was transferred to the Chantal Biya Foundation.

Contrary to rumors stating that she was assigned to the medical staff who looked after the mother of the first lady and mother in law of the president, we could not confirm this information since Rosette Mboutchouang died on 2 October 2014. But that date, Vanta Eto Annie could not officially be part of the medical staff in hospitals in Cameroon.

While awaiting the results of integration in the body of physicians in general hospitals, Vanta Annie decided to compete in the competitive exam of student police commissioners held on 28 February 2015.

All those we contacted said they did not know whether she had indeed submitted an application, but a police officer simply told us: “the DGNS is very angry because things are falling back on him.” For several months after the exam, the results were slow to be published. Sent to the Presidency for approval for the first time, a battle was triggered between the Secretary General of the Presidency of the Republic, Ferdinand Ngo Ngo and Martin Mbarga Nguele.

The latter required in vain the arbitration Paul Biya. As explained in September 2015 during a visit to the Northwest, the DGNS indicated that the results were slow to be published because they had to respect regional balance and merit statements. A statement that hided the background battle that was going between the SGPR (Ferdinand Ngo Ngo) and DGNS (Martin Mbarga Nguele).

The shortlisted candidates of police were published in November. Some days later, on 13 November 2015, Martin Mbarga Nguele sign a note entitled “Liste additive des admissibilités ” (additive candidates to the shortlist). On that day, the name of Vanta Eto Annie appeared last.

She was already a doctor insofar 10 days earlier she had been recruited by Mama Fouda and assigned to the University Hospital. On April 22, 2016, when the final results are published, on the five candidates in general medicine, her name was last again.

The controversy surrounding her admission to the police competitive exam exploded because six days after the results, while she left school only two years ago, only a year and a half of professional experience, the name of Vanta Eto Annie was on the organizing committees of the women AFCON. The list was made public by the Minister of Physical Education, Bidoung Kwpatt where she is rapporteur of the medical committee. Her name comes even before that of the doctor of FECAFOOT.

Who is this girl? How come in the space of a year and a half she was able to quickly integrate the medical service, to be admitted at the last minute in the shortlist of police competitive exam, be on the list of final results and become the #1 rapporteur of the AFCON without experience?

To get answers, we must try to understand what is qualified in some circles as “Haute-Sanaga connection.” Vanta Eto Annie Lucrette is the daughter of Romain Roland Eto, a Cameroonian journalist. Since 2002 he is the mayor of Nnanga Eboko, from which originated the general secretary of the Presidency of the Republic, Ferdinand Ngo Ngo. The two have known each other for more than 20 years now. They lived in the same Manguiers neighborhood in Yaounde. Today, it is Romain Roland Eto who personally takes care of the property of Ferdinand Ngo Ngo in Nnanga Eboko.

The people contacted at the DGNS are clear: “this name was added directly by the General Secretariat of the Presidency of the Republic“; says a person involved in the organization. But the name of Vanta is not the only name. There is talk of twenty people who found themselves on the lists. Some did not even file their documents.

But the mayor of Nnanga Eboko does not only have Ngo Ngo as a friend. He is also very close to Bidoung Mkwpatt the current Minister of Physical Education, who is also from Nnanga Eboko. But all of them boast to enjoy the protection of an individual at the heart of the state, the first lady Chantal Biya.
