Jean Marcel Mengueme was the Senior Divisional Officer in Foumban during the Foumban Constitutional Conference of 1961 that set the foundation for the reunification of British Southern Cameroons and French Cameroon on October 1, 1961.

Jean Marcel Mengueme was the Senior Divisional Officer in Foumban during the Foumban Constitutional Conference of 1961 that set the foundation for the reunification of British Southern Cameroons and French Cameroon on October 1, 1961. The administrator trained in "l'Ecole de la France d'Outre Mer" in a one-year internship, played the major role of preparing the Foumban Conference. Before his appointment to Foumban by President Ahmadou Ahidjo who received him on several occasions, he had been Subdivisional Officer in Djoum and Sa'a. He facilitated the stay of the different officials in Foumban and also mobilised the population.
