It will help to access the country's Constitution and directory of the entire public administration.

"Nowadays, there is no possible development without integrated Information and Communication Technologies (ICTs). To be digitally connected is no longer optional; it appears to be vital to our modern civilisation. As contemporary managers, we have to provide ICTs for organisations to be successful." These were the words of the Director General of MGSOFT, Theophile Abega Moussa yesterday November 4, in Yaounde as his company installed software to enable staff of the Ministry of Territorial Administration and Decentralisation (MINATD) better render services to the public.

The software, the actors described, is a perfect tool for employees including actors involved in the decentralisation process to access the country's 1996 Constitution and the public service through their handsets (smart phones under android only). Users can also access the Head of State's biography, the list of Senators, Members of Parliament and Cabinet Ministers. Under public administration, MINATD staff with MGSOFT installation wherever they are with or without internet connection will access all relevant information ranging from the name of Ministries, Ministers, Directors, Sub-directors, Chiefs of Service and where to get the services they long for. The list of Governors, Senior Divisional Officers and Divisional Officers can also be accessed.

The installation of the Cameroonian-made software, the Secretary General of MINATD, Pierre Essomba, sitting in for Minister René Emmanuel Sadi, said, was salutary and was going to broaden the effective use of the Constitution and public service institutions. The promotion of the use of ICTs in internal and external services has taken a leap forward and Pierre Essomba is confident that his staff will use it optimally. Besides promoting the use of ICTs, MINATD intends to better promote the laws of the land.

Staff of the Ministry present at the ceremony with smart phones were privileged to have the software installed in their phones. Those of external services have been invited to meet with the technical and communication departments to have their phones connected.
