Ministerial Roadmaps - Government Prepares for 2013 Innovations

Prime Minister Philemon Yang on Wednesday chaired a meeting on drawing-up roadmaps.

Government has started preparing for ministerial roadmaps for 2013 that will take into account the programme budget that went into effect this January 1, 2013 and make optimal use of contract award procedures in implementing the roadmaps. The Prime Minister, Head of Government, Philemon Yang yesterday, January 9, 2013 at the Star Building presided at a government seminar that brought together the entire cabinet on ways of making the optimal use of processes in drawing up and implementing the ministerial roadmaps.

Besides the introductory statement of the Prime Minister in the in-camera session, three themes were presented. The Secretary General at the Prime Minister's Office, Louis Paul Motaze presented a paper on the methodology of drawing up ministerial roadmaps for 2013, the Minister Delegate at the Presidency in charge of Public Contracts, Abba Sadou talked on ways of making optimal use of public contracts procedures in the implementation of the roadmaps and the Finance Minister, Alamine Ousmane Mey lectured on treasury management and budget regulation in implementing of roadmaps.

Talking to the press after the seminar, the Secretary General at the Prime Minister's Office, Louis Paul Motaze said the 2013 ministerial roadmaps contain innovations the Ministers of Finance and Public Contracts presented. The drawing-up and implementation of the ministerial roadmaps are coordinated by the Prime Minister's Office. As such, the ministers were made to understand that contrary to the 2012 ministerial roadmaps that were drawn- up and evaluated without taking note of priorities,that of 2013 will clearly state priority programmes and actions. This implies that the drawing-up of the roadmaps will focus on the priorities and this method will equally make the implementation evaluation easy.

The 2013 ministerial roadmaps, Louis Paul Motaze said, will only be drawn-up after the proper training of those to work on them on a daily basis. He announced that in the coming week, the close collaborators of ministers who include Secretaries General, Inspectors General and Heads of Follow-up Units will be trained in another seminar. It will only be after the training that the 2013 ministerial roadmaps will be drawn-up, he said. Meanwhile, preparations are gearing up for the final evaluation of the implementation of 2012 ministerial roadmaps as the Prime Minister's Office is currently receiving reports from ministers, Mr Motaze disclosed.
