Heads of State of the ECCAS met in an extraordinary Summit in Chad on October 21, 2013.

Cameroon's Prime Minister, Head of Government, Philemon Yang, Monday, October 21, 2013 represented President Paul Biya on the occasion of the extraordinary Summit of the Economic Community of Central African States, ECCAS, devoted to seeking solutions to the precarious security situation in the Central African Republic, CAR. The summit held in the Chadian capital, N'Djamena.

RFI reports say the security situation in the Central African Republic is degrading and the United Nations Organisation has been calling for the States of the Central African Sub-region to double efforts in contributing to a stable security situation in the country. Reports say atrocities caused by the Seleka forces on the population have resulted to uprisings on the part of the population and the subsequent violent suppression by the forces.

The Special Representative of the Secretary General of the United Nations in the UN Integrated Peace-building Office in Central African Republic, BINUCA, General Babcar Gaye during an audience with Prime Minister Yang in Yaounde on October 9, 3012 said he was sensitizing States of the Central African Sub-region for a prompt intervention in tackling the precarious situation in CAR.

He said the situation was worsening because the country had no institutional force and the fact that government lacked the financial means to support peace maintenance. General Babacar Gaye called on countries of the Central Sub-region to remain mobilized and pleaded for the rapid deployment of an African Force in CAR.

President Idriss Deby Itno of Chad, the current President of ECCAS has been playing a major role in the CAR crisis. The October 21 extraordinary summit was the fifth organized at the sub-regional level to tackle the crisis in the Central African Republic since the ousting of François Bozize in March by the Seleka Forces. Michel Djotodia who took over as transitional President has been unable to re-instate peace and security in the country.
