The parents of pupils at the Bilingual School in Malang has been accused of covering the blatant scam orchestrated by the Office of the 'Apee'. The parents of students of this administrative unit are very furious by the actions of their leader.

In a correspondence dated September 02, 2014, parents of pupils of the Bilingual School in Malang, addressed the sous prefect of Ngaoundere III. "In response to a request for the holding of a meeting of parents of students dated 30 August 2014, in accordance with the provisions of Law No. 90/053 of 19 December 1990, which meeting was dispersed on your order for reasons known only to you" contained this correspondence.

"We remind you that despite the claims of the parents in their representations of 23 August 2013, brought to the attention of your high authority have remained until today a dead letter. And you want to use the same tactic of previous years to force parents to pay" the document stated.

To believe the signatories of this document amounted to more than 300 members, "for about fourteen years that the General Assembly has never taken place. Only the teaching body, the administrative authority and the political man, Abba Hassan, municipal councillor CPDM and also president of the Apee who arranges each year to set the rate and impose it on the parents without seeking their consent".

The dubious game of the Sous Prefect at the origin has incurred the wrath of the parents of students. The latter would have given instructions to his staff not to receive the request for the holding of the General Assembly of the Association of parents of students of Bilingual High School in Malang for 30 August 2014. "We went to the sub prefecture, to remove our request".

A certain Paul, refused to register the application without any explanation. The next day, we went to the post the requested by express, but even the sub prefect refused to unload the mail" recounts a parent.

Tired of waiting, the parents decide to go to the high school on 30 August 2014 with the aim of visiting the office of the Apee to defend their interests within the institution. "

For the parents, something has to be done to ensure that the Bilingual School in Malang present lethargy, a good visibility in the management of funds of Apee. That is all they are asking. "The costs of Apee has moved from 8,000 to 13000 CFA Francs cfa since last year without that decision being made at the conclusion of a general assembly, or a consultation between the parents.

The chairman Abba Hassan and the headmaster Abdoulaye Simon remarked that, "we have promised that these costs will be used for the payment of the 20 teachers individual contractors whose salary is fixed at 13,000 CFA francs each, for the rental of the farms owned by the president of the Apee at 350,000 Fcfa per year, which are used as classrooms since the creation of this high school, and the construction of 2 classrooms. Curiously at the end of the year, the individual teacher contractors have taken 4 months of back wages, and the two classrooms have not been built" says, a parent.
