The 4th meeting between the finance jurisdiction and the Budget and finance Commission was held Monday in Yaounde.
Two items included in the agenda of the fourth meeting between the Commission of finance and Budget of the Senate and the Chamber of Auditors of the supreme court, Monday at the Congress Hall in Yaoundé; were the presentation of the annual report of the Chamber of Auditors of FY 2012, and a briefing on the trust accounts with exchanges and debates.
At the opening of the work, the president of the Chamber of Auditors of the Supreme Court, Marc Ateba Ombala, said that the competent court to adjudicate on the public accounts and those of public and parapublic, enterprises also have a mission to seek advice and assistance from the public authorities.
This mission of assistance to the Parliament includes the room of the accounts, he added, the publication of a number of opinions and reports that can enable parliamentarians to review the various budgetary and financial texts submitted, and exercise control over the actions of the Government, including the execution of the laws of finance.
According to Marc Ateba Ombala, it is because of the recurring shortages identified as; lack of information on some of these accounts; excess of resources allocated to their supply; lack of indication of the destination of surplus income; allocation of funding to some accounts outside of any legal provisions, etc.
In the folder yesterday presented to participants, there was the Code of ethics and applied ethics from the financial courts in Cameroon. It spelt out out the reference texts on which it relies, recalled the principles generally accepted in all the SAIS to prevent infringement to be brought to ethics. The precious document, revealed the president of the Chamber of Auditors, as an example to cultivate the sense of honor, dignity and the public service.
For his part, the president of the Commission of finance and Budget of the Senate, Elie Victor Essomba Tsoungui, said that when the audit Chamber meets this Commission, it is because it must provide identical, the annual report on the accounts of the State that will be addressed to the head of State, the president of the Senate and the National Assembly.
