Authorities develop reforms to sustain growth levels

While welcoming the return to the culture of planning, the assessment of the document insists on the implementation of structural reforms.

Growth and jobs are the two main objectives referred to in the Document for strategy and growth of employment (OCSG). It is, indeed, the place of convergence of the cooperation of the technical and financial partners for development. Designed for a decade (2010-2020), three years have passed since the effective implementation of the document.

Recently, the Government considered it appropriate to draw up a 'cold' diagnosis, by recourse to an independent expertise. The report by the independent auditor revealed, in fact, positive points, but also highlights areas for improvement.

If acting mainly on the economic results, the independent auditor noted real progress, even if everything didn't work as expected.

Indeed, says Roger Mbassa Ndinè, the independent auditor selected for the assessment of the document: "as early as 2010. Recession was behind us, since growth had fallen to 1.9 per cent in 2009 which got back in 2010 to more than 4%. Implementation of the OCSG from 2010 therefore allowed us not to miss the global economic recovery train market”.

Besides, it should also be noted that changes have been made, especially at the level of the culture of planning. "The OCSG, which is our national development plan for the period of 2010-2020 perfectly played its role as reference framework for governmental action," says Roger Mbassa Ndinè.

Indeed, almost all the development actors (public administrations, investors, local communities and development partners) have aligned their own strategies and programmes of actions on the OCSG. "This return to a culture of development planning which is already a solid anchor in the good governance of the Affairs of the country," added our source.

To maintain high growth found, there is need for structural reforms. If things are moving on the side of the large projects, such is not the case in the segment of the reforms.
