Execution of public investment budget in Bui, too low

The First Assistant Prefect of Bui, Dr. Mohamadou, has expressed his indignation during the second quarter Divisional follow-up committee meeting of public investment budget for 2014, held in the Divisional Delegation Hall of MINEPAT Kumbo on July 21.

He said this low execution of 28.1 percent physical and 6.7 percent financial execution of public investment budget in Bui Division for the second quarter is too low and a repetition of last year. Dr. Mohamadou added that, it is not acceptable that out of a total of 113 PIB projects in Bui, 60 of them have not been engaged during the second quarter meeting. He blamed the Mayors of the Councils for the responsibility of this low execution of the PIB as most of these unexecuted projects fall in the social domain of primary and secondary schools.

He called on the authorities to sit up and work hard to ensure the deplorable situation changes during the third quarter Divisional follow-up committee meeting. Dr. Mohamadou called on all stakeholders to adjust their efforts and increase the realisation as this low execution will affect economic growth and the population.

The vice chairman of the Divisional Follow up committee meeting Abel Kighe Free Minkuwiyayen, who presented the address of the chairman Hon. Andrew Kwei Mngo said, at above 28.1 percent physical and 6.7 percent financial realization, we can say there has been a remarkable improvement during the second quarter up from 3.2 percent physical and 0.4 percent financial realisation during the first quarter. He said there was the need to redouble our efforts in order to meet our target of 100 percent.

Minkuwiyayen advised the committee members to do everything possible to avoid some malpractices that can disturb the entire process. He called on control engineers to follow up the projects very closely and make sure that each step is respected in line with the technical specifications of the projects.

While congratulating the administration of Bui, Finance Control and Treasury Officials for the payment of bills owed the contractors, the vice Chairman called on them to redouble their efforts in facilitating payments as we will soon come to the end of the year. He called on the economic operators to be veritable partners in development by paying their taxes to enable the State fund more development projects.

The Divisional Delegate of MINEPAT Bui, Eugene Ntoi, in his detailed analysis of Public Investment projects for the second quarter said, a total of 113 projects at the level of Bui Division with financial allocations of FCFA 1,343,980,000 and FCFA 90,127,569 is already engaged and liquidated. He revealed that 32 projects have been completed and 21 of them are ongoing while 60 have not been executed.

He said physical and financial realisation stand at 28.1 percent and 6.7 percent. As concerns projects managed at the region, three valued at FCFA 228,000,000 came. He said the number of projects managed at the central level was seven in number with alienations of FCFA 1,271,600,000 and in all, projects worth a total of FCFA 2,339,580,000 came to Bui in 2014.
