Full powers to municipalities in 2015 - Rene Sadi

During the Interdepartmental Committee of local services (ICFTU) of the work for the first special session in respect to the 2014 fiscal year, a lot of issues were discussed. The Minister of Territorial Administration and decentralization, René Emmanuel Sadi, said at the session that, the level of implementation of the directive of the Prime Minister on the full Commons transfer by 2015, all the powers provided for by the law, and the corresponding budgetary resources, is overall satisfactory.

Despite, some actual difficulties relating to legal considerations; the practice of the delegation of appropriations; sensitivity, complexity and delicacy of certain materials are to be transferred. It also include the cooperation between the municipal executive and the entire social body, local governance; diversity and the disparity of national reality as well as the availability of the corresponding budgetary resources.

The table of competences remaining to transfer to Commons in 2015 concerning 12 departments: MINAC (rehabilitation and promotion of museums of local interest, organization at the local level of literary and artistic competitions; creating and managing siocio-cultural centres and libraries of public reading; participation in the establishment and maintenance of infrastructure and equipment for the promotion of the national languages), MINAS (assistance to social institutions, (participation in the maintenance and management of promotion and social reintegration centres), MINEDUB (implementation of plans for the elimination of illiteracy; participation in the establishment and maintenance of infrastructure and education facilities), MINEE (contribution to the electrification of the needy areas; protection of groundwater and surface water resources), MINEFOP (training, insertion or professional reintegration through the development and implementation of a local plan of training and recycling and a communal insertion or vocational rehabilitation plan), MINEPDED (monitoring and control of industrial waste management; fight against the water hyacinth), MINHDU (Director of development), MINJEC (construction and equipment of multifunctional centres for the promotion of youth), MINT (Organization and management of urban public transport), MINSANTE (sanitary control of manufacturing establishments, packaging) storage and distribution of food products; assistance in health units), MINCOMMERCE (Organization of local trade shows), MINMIDT (creation of areas of industrial activity).

As the summary table of resources transferred from 2010, shows the intervention of 17 departments. In that register, must be added to 10 departments already cites, seven other: MINEPIA (promotion of production fish of communal interest and pastoral activities), the MINFOF (reforestation operation and creation of communal wood), MINPMEESA (crafts promotion), the MINPROFF (maintenance and management of the centres for the promotion of women and the family), MINTOUL (development of the municipal tourist sites (associations, promotion and animation of the sports activities, etc.) and MINADER (promotion of agricultural production of communal interest activities).
