Govt initiates 2015 programme for public procurement

A conference opened Tuesday in Yaounde by the Minister delegate at the Presidency of the Republic responsible for public procurement (Minmap).

Usually, the programming of public procurement is done in January which runs throughout the year. "To win the maximum amount of time, we wanted to do an anticipation of the programming", said Abba Sadou, Minister delegate to the Presidency of the Republic in charge of public procurement (Minmap).

On Tuesday in Yaoundé, surrounded by the Minister of Finance (Minfi) and the Minister of economy, planning and regional development (Minepat), he proceeded to the launch of the conferences of programming of public procurement on behalf of 2015 fiscal year.

According to Minmap, "programming conferences are one of responses among the most effective found by the Government to resolve the recurring problems that lead the poor performance of our system of public procurement".

He cited among others, delays in the launch of the calls for tender, non-compliance with procurement procedures and failure to comply with the regulatory time limits for each stage of the procurement procedure.

In anticipation of the procedures, "we wanted everything to begin this month of December i.e., the Census of all contracts to be executed during the year should be known, launch of calls for tender dates, dates of award of contracts, the dates of signatures of these markets and even the dates of receipt should be made known," noted Minister Abba Sadou.

Minmap took the opportunity to engage all stakeholders in the system of public procurement to take this innovation, understanding that it is an activity within a chain. "Last year, the programming was done in January but some waited till April for the launch of tenders."

Mechanically, these four lost months are reflected in downstream and therefore, on the implementation of the public investment Budget. It is important that owners launch records of tenders from January onwards and that others also respect deadlines until execution.
