Minfi organizes seminar on execution of public expenditure

A seminar opened Wednesday in Yaoundé to improve their use and achieve the objectives of budget quality.

In 2012, a commission was established by the Minister of finance to ensure follow-up to the mobilization of resources for the benefit of the decentralized territorial communities (CTD) and Feicom.

It is in this context that a monitoring mission deployments and recoveries of the deductions made by a sample of Accountants of public administrative establishments and subsidized agencies, revealed many detrimental shortcomings to CTD and Feicom.

It is mainly the lack of restraint on expenditure of staff or material, of non repayment of certain deductions operated, of the repayment without distribution between beneficiaries including the State and the beneficiaries of the quasi-taxes, as well as of non respect of the keys to repair between beneficiaries.

Reason why a training seminar on "the treatment of tax deductions made at source on the execution of public expenditure" was organized Wednesday by the Minfi for accountants from public institutions administrative and subsidized organizations.

This meeting was aimed at sharing good practices in the treatment of tax deductions made at source on the implementation of the budget of the different structures to increase the resources of CTD.

Executive Director of the Treasury's financial and monetary cooperation, Sylvester Moh Tangongho, explained: "It was important to remind the main actors, the relevant provisions of the regulations in force on tax obligations, key allocations and the modalities for the accounting of various deductions made in personnel and material expenses."

Participants were therefore drilled on the recovery of revenues to CTD, posting procedures deductions and the mechanism of their repayment to the Treasury among others.
