Mobile application to popularize Telecoms, ICT laws to be developed

The Ministry of posts and telecommunications has just launched a call for tenders for the recruitment of a start-up to develop "mobile application of the regulatory texts of Telecom and ICT sectors to make available and accessible at all times, all regulatory texts, governing the Telecom and ICT sectors in Cameroon.

These include the texts governing electronic communications, cyber security, cyber crime and electronic commerce.

Start-up interested in this tender must ensure justify their expertise with "more than five actual project, and skills proven in the field of the development of mobile applications for Android, IOS, Blackberry platforms, etc."

Submission records are expected at the general secretariat of the Ministry of posts and Telecoms in Yaoundé, March 23, 2015.

"With more than one African in two equipped with a mobile phone, the continent in general, and Cameroon in particular, is experiencing technological change without precedent, (...) "calling organizations in general, and governments in particular to adopt a new strategy for the promotion of their action: the strategy of mobile communication", can be read on the tender.

Indeed, smartphones and tablets, which use mobile applications, terminals are more common in Africa in general, and Cameroon in particular.

According to estimates of the Telecom Orange group, not only has the sale of these devices increased sharply in 2014, but they represented, alone, 35% of the sales of mobile devices in Africa last year.

Also, the Cameroonian Ministry of posts and Telecoms argued that in addition to popularize the texts governing the Telecoms and ICT, the application in gestation will also contribute to the promotion of the use of "these intelligent terminals (smartphones, tablets, etc.) at the time of the migration to offering 3 G services networks" in the country.
