Road maintenance stalled by inadequate resources

According to Jean Claude Atanga Bikoé, the administrator of the road fund of Cameroon, less than 10% of the Cameroonian road network is maintained today, because of the inadequacy of the resources allocated to this work.

The main resource for this slice is the special tax on petroleum products paid by distributors of petroleum products. According to the administrator of the road fund, their coffers currently stand at 55 billion Cfa francs per year.

In order to increase the performance of the road fund to sort out special window for quick payment of road maintenance on the national territory, Jean Claude Abanda Bikoé suggested direct collection of funds by various resources allocated to road maintenance.

This is the first of the instalment of tax on petroleum products for road maintenance, currently collected by the national company for refining (the national refinery which is itself usually prey to cash shortage) and the Cameroonian society of petroleum deposits (SCDP).

Then, there are the royalties on the use of the road, currently collected by secure road revenue program, then the road weighing teams. In fact, the collection of road funds by these separate entities is often done with significant delays, thus limiting its capacity for intervention.
