No Anglophone as Minister of Territorial Administration

Anglophone Cameroon has produced many and well-schooled civil administrators. Despite their rich careers and longevity in the field, none of them has ever been appointed Deputy Minister of the Ministry of Territorial Administration (MINAT) and not to talk of being the boss of MINAT.

The Agbaw-Ebai debate believes and fervently too that this is another area where President Biya has demonstrated his frightful and unloving attitude towards the English speaking people of Cameroon.

Fon Fusi Yakum-Ntaw was Governor of the South West region. When things became rough after the April 6th 1984 attempted coup, Yakum-Ntaw was the only one who the people of the Grand Nord could listened to!

Biya sent him there as Governor and after that, Yakum-Ntaw could still not become Minister or deputy minister of Territorial Administration. One of the most pathetic Anglophone cases ever remains that of John Ebong Ngolle.

Appointed Senior Divisional Officer (SDO) by the late Augustine Ngom Jua, West Cameroon Prime Minister in 1965, the University of Ibadan Civil administrator has been SDO in all divisions in the North West and South West regions. He rose to the rank of Governor in 1987 and then Minister without portfolio in 1992.

Despite his rich career and even being a member of the ruling CPDM political bureau he was never considered for the Ministry of Territorial Administration top job.

The anti Anglophone policy was true with many top Anglophone civil administrators like Kisob, Ngolle Ndelle, Akoto Ndang, Bambot Sikod,the Late Forsah, Tabi Arampe who were all sent packing. The young Chiffou Mbiwan is now a farmer in Buea while his kinsman Enow Enow Samuel as a sub-divisional officer only ended up as first assistant SDO.

Governors Enow Tanjong, Oben Peter Ashu, Tiku Baiyee, Enow Abrahams, Acham Peter Cho, Fai yengo Francis all thought they were part of the Francophone Beti-Ewondo system. The best they could reach was Provincial Governors.

Correspondingly, those who God in his infinite image created and planted east of the Mungo have enjoyed peace, work, and fatherland. Andze Tchoungui was Federal Inspector in the East Cameroon government.

He subsequently became Minister of Territorial Administration. Nkongou Edima Ferdinand-was raised from Governor to Minister of Territorial Administration.

Samson Ename Namme-was airlifted from Governor to Minister of Territorial Administration. Nkomou Adrien-was also appointed from Governor to Minister Delegate in Ministry of Territorial Administration.

When the Biya Francophone Beti-Ewondo gang was lacking in accomplished civil administrators, they settled down with Marafa Hamidou Yaya, an engineer by training, who held the top job of Minister of Territorial Administration for 10 years and is today publishing letters ridiculing President Biya and his regime.

These current Anglophone Governors, Awah Fonkwa Augustine and Ottu Wilson (the Sawa connection) should just be preparing to join Chiffou Mbiwan in the farms as that is the highest they can go under this present regime and even in the next one if Anglophones do not stop this foolish North West/ South West Divide unproductive policy.

This edition of the Agbaw-Ebai debate is an attempt by Cameroon Concord to expose to our readers why Anglophone administrators are not appointed to the MINAT top job. It is MINAT that organises elections in the country be it municipal, legislative or presidential!

All traditional authorities, mayors, parliamentarians, senators, Government Delegates, DOs, SDOs, Governors, District Heads, Municipal Administrators, Councillors, and Quarters Heads are under the authority of the Minister of Territorial Administration.

So, any right thinking Anglophone be you from the North West or South West should be aware that to occupy this office known in the Anglo-Saxon tradition as Minister of the Interior, Yaoundé must trust the said individual!! To show that Paul Biya does not trust any Anglophone, whether from the North West or South West, he has never appointed anyone of them at MINAT.

These pro Biya comedians from the South West and North West who keep destroying the solidarity of the English-speaking Cameroonians have regularly fed us with stories that “Biya loves me”.

From the South West perspective, if Biya actually trusted Ebong Ngolle and made him political bureau member of his ruling CPDM party, why could he not have appointed him even as deputy minister in the Ministry of Territorial Administration?

Was Fon Fusi Yaku-Ntaw not good enough to retire as Minister of Territorial Administration? Interestingly, upon his hearing that the name Ebong Ngolle was mentioned in the SONARA General Manager scandal, Biya dropped him from being Senator. The truth is Biya has been appointing only his own people and they have ended up failing him!!

The Agbaw-Ebai debate is asking the question: Are Anglophones an endangered species?
