  My goodness, if you don't know what is holding back private industry let me help you. Just because the gov't "likes" a project doesn't matter to the banks. Within the banks, the loan underwriting requirements to complete financing....on Anything new....takes Forever. Just getting your file...to get it's "turn" for Many continuous "reviews" can run out the clock financially some. And...the Large importation Vat tax and customs fees are not considered by startups. Along with Port delays...These costs are deal killing.
