Members of the Committee on Finance and Budget of the National Assembly, as well as staff in charge of handling finance issues, now better know the notion of programme budget, its preparation and what is expected of them as they will examine the draft finance law of the State for the 2013 financial year hinged on programme budget.
Experts from the Ministries of Finance and the Economy, Planning and Regional Development drilled the parliamentarians within the framework of three-day workshop in Yaounde ahead of the November 2012 session of the National Assembly during which the draft budget will be scrutinised and voted.
The Chairperson of the Committee on Finance and Budget of the National Assembly, Hon. Moutymbo Rosette Julienne epsé Ayayi chaired the closing ceremony of the workshop. In the final recommendations, parliamentarians talked of the necessity to align the council development plans to national strategies, putting in place of a viable information system on the budget and the institution of a transversal policy document on the synoptic view of State actions. The people's representatives also recommended the drawing up of viable and mature projects, viable statistics, as well as an audit and evaluation of programmes put in place at the level of all actors.
The scrutiny of the State budget for 2013 that will be the main focus of the parliamentary session that begins on November 12, 2012 will from every indication, be more effective and efficient. This is because the MPs concerned already master the main innovations in the law of December 26, 2007 on the fiscal regime of the State, technical framework of strategic planning in Cameroon, drawing up and presenting draft administration performance and processes of examining the performance. All these are the major components of the results-oriented programme budget that goes into effect on January 1, 2013.
